1) General Rules
a) Replacement Owners - If an owner decides to leave the league or does not respond to league communications within a reasonable amount of time a replacement owner will be sought.
b) Expulsion
The commissioner may expel a franchise owner from the league at any time.
Prolonged absence, incomplete lineups, and/or repeated rules violations shall not be tolerated. Removal of an owner is a serious thing and will not be done unless absolutely necessary.
c) Collusion and cheating
Any team (or teams) caught cheating or in collusion will immediately forfeit ownership of their team and all rights of ownership including prize money and deposits already paid to the league.
d) Inactivity
Any owner that is deemed to be "inactive" can and will be removed from the league. Examples of this are;
1. Throwing games, not submitting, or submitting incomplete lineups repeatedly during the year.
2. Refusing or neglecting to respond to trades or league business.
3. Owners are expected to check into site at least once every three days during the season and once every two weeks in the off season.
4. Polls are put up for a reason and all owners are required to vote in them.
5. Consistently missing league roster deadlines (i.e. Tags, cut downs, and extensions)
Owners will be given a warning from the commissioner before such action.
e) Rule changes
1. Off season rule changes shall be at the discretion of the commissioner.
2. Any member may propose a change of rule by submitting a proposal on the league message board.
3. Once the proposal gets seconded by another owner it will be put to a vote.
4. A proposal that receives a majority vote shall change the league rules accordingly.
5. Any proposed rule changes after the start of the rookie draft through the conclusion of the season must be accepted unanimously.

The commissioner shall interpret rules and implement as necessary.
